Status of the epidemic
In Côte d’Ivoire, the HIV/AIDS epidemiological surveillance system was officially set up in 1987 by the National Programme against AIDS, STD and Tuberculosis (PNLS/MST/TUB) under the aegis of the Ministry of Public Health with the collaboration of the RETRO-CI project. This surveillance comprises two main activities, namely :
- HIV surveillance through the Sentinelle network among pregnant women ;
- Notification of AIDS cases
According to the UNAIDS Report 2006, prevalence among the sexually active population aged between 15 and 49 is estimated at 7.1% at the end of 2005. According to the same report, about 750 000 people are living with AIDS in Côte d’Ivoire, namely, 680 000 adults (15-49) and 74 000 children between 0 and 14 years. These statistics, revealing an upward trend in comparison with 2001 (6.7%), indicate that the epidemic is expanding.
The national strategy
Set up in September 2004, the National Committee against AIDS (CNLS) is presided over by the Head of State and comprises the presidents of State Institutions, MPs, representatives of organised economic groups and of trade unions, of organisations involved in the fight against AIDS, religious and traditional leaders. Its objective is to ensure that the fight against AIDS be a national priority, to define the overall national policies of the fight against AIDS, to validate the national strategic plan and to promote the creation of a national fund to fight this pandemic. The ongoing strategic plan covers the period 2006-2010: it aims to reduce the prevalence rate. An amount of FCFA 319 billions will be earmarked to achieve this ambitious objective. Côte d’Ivoire remains the country the worst hit by HIV/AIDS in Western Africa.
The private sector
The Business Coalition of Côte d’Ivoire (CECI) has been administratively created and will be officially launched at the start of the new term in 2006.
